A good portion of memory and thought are stored "external" of the brain itself.
Overall, the physiological mechanisms behind memory are poorly understood.
You can damage/disrupt a brain (using electricity or chemicals) so it will not process incoming external stimulation for a short period of time. The effect is temporary, however. Repeated treatment will simply cause unnecessary damage to the brain.
