I found a really good handbook for families on dealing with cognitive dysfunction in psychiatric disorders. It is in a PDF file. Is it possible to upload PDF's instead of using links?

Yes, it certainly seems possible. The maximum file size allowed for PDFs seems to be 97.7 KB. This is what I did to see the upload option:
- When replying, clicked on "Go Advanced" button
- Then clicked on the attachment icon (paper clip)
- When replying, clicked on "Go Advanced" button
- Then clicked on the attachment icon (paper clip)
